A new resource allocation strategy, termed the quasi-fixed slots (QFS) strategy, is proposed for multimedia capable ATM-based satellite systems. The QFS strategy alternates the ownership of the fixed slots allocated to the high-class connections between such connections and the best-effort connections, resulting in an enhanced delay performance of the best-effort connections.
