Satellites are no longer seen as an alternative to a terrestrial mobile telecommunications system or the (optical-fibre-based) integrated broadband communications network. Instead they are now being considered as one of the components of the Universal Mobile Telecommunications System being developed within the European Union's RACE Programme for the next century and as a component of the broadband ISDN. This paper discusses the role played by satellites in these systems and the issues which have to be addressed.
