This paper introduces a prototype web-based system for identifying the distressed pilgrims during the annual Hajj season in the Kingdom of Saudi Arabia (KSA). The system consists of an informational website for anyone to access, especially for the Hajj Authority (HA) being involved in identifying all the distressed pilgrims during the Hajj season. This website is intended for displaying information and a GSM system for receiving and sending messages to locate the distressed pilgrims. The proposed system includes an easy to use and reliable solution for identifying as well as tracking the distressed pilgrims. After a pilgrim is declared as being in distress, the assigned onsite Guided Officer (GO) sends a message to the pilgrim assigned Group Leader (GL) and email messages including all the relevant information about the pilgrim are sent to the concerned embassy in the KSA and the HA. The suggested system will keep records after the Hajj event of all the distressed pilgrims which will be very useful information for statistical analysis needed by the HA.
