Cloud Computing is an essential technique to share the services and resources for small and large level organizations. A Cloud computing application providing fault tolerance resource selection during load balancing to enable efficient resource allocation for users is developed. The main aim of the proposed work is to implement a time and cost-effective recovery mechanism for unhealthy resources in proactive fault tolerance framework. The proposed work is used to develop the time and cost-effective recovery mechanism for unhealthy resources in proactive fault tolerance Framework to prevent the failure. It covers software fault tolerance, hardware and network faults management with average energy consumption. The proposed work utilizes the following techniques to achieve high reliability. Utilized techniques are proactive fault tolerance, self-healing, fuzzy logic and Quality of Service parameters. Time and cost effectiveness are calculated for the proposed recovery mechanism for unhealthy resources in proactive fault tolerance framework. The benefits of the proposed work are high reliability, high recovery of unhealthy resources, less time and cost effective.
