This paper considers the provision of broadband multimedia services using private mobile radio (PMR) systems, and reviews the requirements of such systems, in terms of multiple access schemes, the implementation of variable data rates, and overcoming multipath fading and dispersion. We propose a PMR scheme based on FDMA, and in order to provide both flexible data rates and multipath countermeasures, we introduce a multi-carrier PMR concept. In particular we show how this concept can yield significant diversity advantages, provided the subcarriers are sufficiently widely spaced in frequency. (7 pages)
