With the development of technology, service types will be increasingly diversified and high-speed, and the load distinction between adjacent cells will become more obvious. Traditional handover algorithms focus on distribution of handover users of the hotspot cell without considering the load status of neighboring cells. Actually, how to choose the appropriate target cell to achieve load balancing has also been an important factor in handover process. In existing systems, pilot strength is used to judge handover process in handover algorithms. This paper presents a joint resource handover judgment algorithm (JRHJ) for realizing load balancing during the handover, which joints remaining resource and pilot value as handover judgment parameters together to choose target cell. Markov chain is used to analyze the performance of JRHJ algorithm. Analytical results of handover is obtained. The simulation results show that the JRHJ algorithm performs well in terms of balancing the load between cells, reducing system handover blocking probability and increasing resource utilization.
