The deployment of high bit rate mobile cellular networks is enabling the delivery of new applications and services, most notably those that are video related - video live and on-demand streaming. While the nature of this applications and user expectations to the quality of service demand huge network resources these services are good multicast candidates since the same contents are to be transmitted to several users. In this paper is presented a packet scheduler for MBMS based on two different quality of service for users located in different locations of the same sector to make MBMS affordable for the UMTS network (multimedia broadcast multicast service).
