Deregulation of the energy utilities in the UK aims to provide customers with greater choice, lower prices and enhanced services. It is expected that these will be achieved through the introduction of competition into every aspect of the energy supply chain. This paper discusses the effects of competition in those services that are associated with the energy meter. Developments have been made in new metering technologies that have the potential to address many, if not all, of the service issues. Yet, to date no utility has had the confidence to invest in these developments beyond trial stages because of the commercial issues and the threat of stranded assets. Modularity of the meter construction provides solutions to the problems posed by uncertainty, without overly increasing costs and closing off any future expansion capability. Within a deregulated market the concept of a base meter that controls the legal metrological functions but that can also easily accept modules is very attractive for several reasons which are briefly outlined. Modular meter requirements and a PES perspective are discussed.
