A simple and inexpensive technique for switching seamlessly between compressed MPEG-2 bitstreams is presented. An explanation of how to encode spliceable bitstreams is provided, and a prototype splicing device is described. Techniques for command and control of splicing devices are discussed, and several examples of how real-time splicing can be employed in television production and distribution are given.
