This report presents the results of an analysis of such characteristics as the mean intensity of the HF signal, its angular and frequency spectra, and the scintillation index depending on parameters of random and regular ionospheric irregularities, as well as on the propagation range for a radiowave reflected from a regularly and randomly inhomogeneous ionospheric layer, under conditions of strong and weak fluctuations in the vicinity of the maximum usable frequency and in the zone of a regular caustic shadow (above the maximum usable frequency).
