Much effort has been undertaken to develop global-coverage communication systems based on low Earth orbit (LEO) satellites. However, many problems are still to be solved. This paper addresses the problem of hand-over in a land mobile satellite system between adjacent satellites in a LEO constellation. The proposed technique aims to minimize the call dropping probability and call set-up blocking probability. An improvement over traditional methods can be shown.
