The key to fulfill the quota is to consider the renewable energy accommodation in the planning stage of power system with renewables portfolio standards. Based on the renewable energy quota index, this paper proposes a coordinated planning method to improve the accommodation capacity of power system from three aspects: generation, grid and energy storage to complete the renewable energy quota index. In this method, using time series production simulation to characterize the time varying characteristics of renewable energy and load. Considering the uncertainty of renewable energy and dynamic operation constraints of power system, a two-stage robust optimization model satisfying the quota index of renewable energy is established. This model has a min-max-min structure and nonlinear constraints, which is reformulated into mixed integer linear programming (MILP) that can be solved by commercial software by using duality theory and Big-M method, and the uncertainty budget parameter are introduced to reduce the conservatism of the scheme. Finally, based on the example of IEEE RTS-24 node system, the influence of renewable energy quota index on the planning results is analyzed, and the effectiveness of the coordinated planning model is verified.
