Drought is an extended period of time with lack of rainfall causing considerable hydrological imbalance resulting in numerous hardships for all living beings. There are many methods developed to identify, analyse and assess droughts and their severity. This paper presents a study carried out to identify droughts in two drought prone districts in Sri Lanka using Standardized Precipitation Index (SPI) and Herbst method. The SPI values were computed based on monthly, 3monthly, seasonal and annual rainfalls, while monthly data were used in the application of the Herbst method. The computed drought periods were compared with the historical records on drought expenditures in the above two districts. Results indicate that the Herbst method is more suitable than the SPI method in identifying drought periods. Also, with the SPI method the use of seasonal or annual rainfall data is better compared to the use of monthly data.
