Besides the risk of element outage, biggest risk to power system security and safe work is occurrence of congestion. The occurrence of congestion is a result of limited network transfer capacities on cross-border lines as well as the transfer capacities in the network itself, as result of increased power transactions. With power market implementation, low-cost generators gain their advantage over expensive ones, which resulted in increasing of planned cross-border power exchange. Transmission System operators (TSO) implemented defensive measures to mitigate congestion, but still rests as problem and cancelling or lowering the power transactions should be no solution.
