With respect to renewal maintenance of road networks it is often desired to have indicators of the sufficiency of the amount of maintenance being done and the efficiency of the maintenance interventions being carried out, herein referred to maintenance sufficiency and cost efficiency respectively. The creation of such indicators is challenging. In this article, steps to create such indicators are discussed and an initial set of implementable indicators for Swiss cantons is proposed. The indicators discussed were developed with the support of a group of Swiss cantons [1]. The further steps needed to develop a final set of indicators are listed.
