A hybrid technique which combines the finite element method (FEM) and an expansion of the field in terms of Floquet modes is presented for the analysis of the scattering from, and the transmission through, penetrable periodic cylindrical structures, at skew incidence. The method is very flexible and allows the analysis of practical cylindrical configurations with arbitrary cross-section and material properties.
