A novel technique for the measurement of dielectric properties of a homogeneous isotropic material is described. An accuracy better than 1% can be obtained on the permittivity and loss tangent values. The structure used is a cylindrical metallic cavity, carrying at its centre the circular cylindrical dielectric sample. The complex permittivity is deduced from the comparison between the experimental and the computed electromagnetic characteristics (frequencies, quality factors) of the resonant TE01δ mode of the dielectric resonator.
