Radar-to-ESM association is the basis of radar-to-ESM data fusion which is one of the key subjects in military multisensor data fusion. Based on fuzzy synthetic function and statistical theory, a multi-threshold radar-to-ESM association algorithm is presented, which is suitable for the situations where both radar and ESM tracks are specified by different numbers of measurements. Simulation results show the feasibility of the algorithm.
