Commissioning is not only the final technical stage in power network construction but also one of the most critical. As one highly experienced commissioning engineer once put it, `commissioning is the bucket and shovel stage of a project'. By this, the engineer meant that commissioning cleans up any errors or omissions that have taken place earlier in the project.
