Prior to 1924, the expansion of the long distance telephone system on the continent of Europe had been on a slower scale compared to that of the USA. The prime reason for this state of affairs was the radical difference in the political conditions of the two geographical regions. Long-distance communications across the national boundaries were dependent upon the provision of a proper organisation and the adoption of certain practices. More particularly, it was necessary to standardise the methods of construction, upkeep and operation of the international circuits and to ensure their security.
